Classic project operations methods, just like waterfall or Prince2, use linear functions, which means that responsibilities fall from step to another. These strategies have the benefit of being able to cope with projects that already have certain outcomes in mind, but they are a reduced amount of flexible than any other methods. Depending on the size and scope of the project, another type of method may be better for you.
